Rethink payments: contactless must work offline

With recent events of Auckland floods and Cyclone Gabrielle, when power goes out and cables are cut, EFTPOS/PayWave and electronic transactions go down, so people have to resort to cash.

But ATMs are also out since the banks have no power, and people might not be able to get to one.

We need an offline solution to ensure businesses who can safely operate in a disaster to accept payments, and for people to accept help from WINZ grants such as Civil Defence and emergency payments to rebuild. Debut could team up with response teams to enable people to get those supplies online and have them delivered.
